Have you been asking, "which program should I use for digital scrapbooking?" Personally, I love Photoshop Elements - you can actually use pre-made page layouts, papers and embellishments that come with the program.
The benefit of Photoshop Elements:
- There's lots of users and lots sites that will help you learn!
- You don't 'grow out of it' as quickly as other programs
- It is easy to open your in-progress layouts (PSD files) in a variety of other programs
- It isn't as hard to use as Photoshop CS
- It has a built in Organizer
- If you use the photobooks within the program it will automatically upload to Kodak/Shutterfly - making it really easy for you to get books printed from the beginning
- You can use templates (sketches) to help you get started
I've used a few different programs myself, but love PSE.
If you are looking for something more specifically aimed at scrapbooking there are several options out there:
- My Memory Suite
- Lightroom
- Forever Artisan & Historian (which replace Creative Memories software)
- PaintShop Pro

The best place to start is with what you already have. I can tell you that I've seen many gorgeous projects completed by scrapbookers who are using the software they have and are making the most of it.
You don't need to upgrade to start digital scrapbooking!
