Make a Vellum Effect with a Photo

How can I create a vellum effect with a photo?

Begin by opening a photo or a layout in Photoshop Elements. To create the vellum effect the first thing I'd try would be to click on the layer you want to make transparent. Then go to the layers panel. At the very top there's a drop down box of blend modes that you can select.

I have created a vellum layer effect on an anniversary card. To do this I used the Luminosity blend mode. I then brought the opacity down to 36%.

I hope this helps get you started, don't be afraid to play around with the blend modes. Remember that as long as you continue to save your project as a PSD file you can keep playing until you get the look you want.
