Do your brushes vanish? Sometimes you think you've got them loaded then they just disappear on you!
It's easy to load brushes to Photoshop Elements using the preset manager.
To make it stick for next time you open PSE you should go into the preset manager (Edit - Preset Manager) and load the abr file and then click done it should work.
