If you are in the market for the latest and greatest features to help you organize and edit your photos... Photoshop Elements is the way to go.
I recommend Elements because I had so many features that cover 90% of Photoshop CC's features, plus it comes with helpful guided edits to walk you through the process, and Elements Organizer to manage your photos.

Adobe
The most obvious place to begin your search is a Adobe. You can purchase Photoshop Elements here, and click buy now. The Organizer comes with any purchase of Elements but not with Photoshop CC.
You will notice Adobe never does sales, so that's why you may want to consider the other retailers.
Bricks and Mortar
Your local office supply, electronics or computer store may sell physical boxes or license key cards for Photoshop Elements. So keep them in mind, if you prefer to keep a box on the shelf!
In Australia, Harvey Norman and Officeworks sell Photoshop Elements.

Upgrade
You don't have to upgrade, but if you do own any previous version of Photoshop Elements you can get a discount off the full price with an upgrade.

Lost your license key?
If the only reason you are buying a new copy is that you've lost your old license key (due to a computer upgrade or you lost your disc), you may be in luck.
If you have an Adobe log in, you can retreive the licence keys for any of your previous versions of Photoshop Elements. Just log in here and click on your account, then register a product.
Simply download the old installer here and then plug in the license key and you are good to go!
